Is this a bug with namespacing?

Of course, node vpn1a includes nodetype::vpn, not nodetype::syslog.
However, nodetype has ''include syslog'' as above, and ''nodetype'' is
inherited by ''nodetype::vpn''. Should I file this as a bug?
