SoftHangup on asterisk 1.8.2.3

When I dial the extension to invoke the above dialplan code, the console
shows:
-- Executing [s at nineoneone:10] SoftHangup("SIP/111-000000a3",
"SIP/vgw1-000000a2") in new stack
but the SIP/vgw1-000000a2 is still active. If I use 'channel request
hangup SIP/vgw1-000000a2', the call is dropped instantly.
Am I using SoftHangup incorrectly?

The saga continues.
I've been tracking the interface changes and merging them with
the refactoring work I'm doing. I got as far as building stage3
of llvm-gcc but the object files from stage2 and stage3 differ:
