But also removing KB3175024 hotfix the same problem is still present, at least from the test done so far. Anyone else with the same issue? I have many machines that I have uninstalled 3167679, 3175024, and 3172605 - behavior unchanged.

Same here. Uninstalled the updates, rebooted the workstation, still cannot change the passwords.
