Tried out all permutations/combinations in smb.conf

added interface ip=192.168.0.3 bcast=192.168.0.255 nmask=255.255.255.0
added interface ip=172.21.253.13 bcast=172.21.255.255 nmask=255.255.0.0

try ./smbclient -L tel3 -U user to ensure to use the user you give 
the password.

try "encrypted passwords = no" to start with. If you use encrypted 
passwords, make sure you have added the user to smbpassword file and 
enabled the account --> man smbpasswd
