What exactly do you mean? Can you:
1) See it in network neighborhood?
2) ping the netbios name?
3) ping the DNS name?
4) ping the IP address?
There's a file called (I belived DIAGNOSIS.txt) in the source
distribution that does an excellent job of walking you step-by-step
through diagnosing such problems. I would recommend that you work
through that file and (if it doesn't tell you how to fix the problem)
report back to the list on where you get stuck.

This is probably caused by poor browser configuration. Look at the browser
config
options in Samba and either configur samba to always be the master browser, or
never. If you want the Samba server to always be the master browser, configure
the OS level very high so it always wins elections.
