Thanks to Preston Brown at RedHat, I found the right place to look for the error. The error log at /var/log/httpd/error_log indicated that I was trying to bind the secure server to Port 80, which was already in use. I corrected the httpd.conf file so that the secure server no longer listens to Port 80 (but only to Port 443), and now the server runs as expected.
