Rails core - Nov 2008 - Patch for adding option to disable STARTTLS for ActionMailer SMTP connection

Hi all,

New in Rails 2.2 is a check to determine if the mail server responds
to enable_starttls_auto.  I submitted a patch for this Lighthouse
ticket: http://rails.lighthouseapp.com/projects/8994-ruby-on-rails/tickets/1491

This is my first Rails patch submission, so any comments, suggestions
or criticisms are greatly appreciated.
