After installing Ruby on Rails on a Windows Vista machine, I get the
following error when attempting to execute the dispatch.fcgi script
from command line (the same occurs when the script is executed in the
context of the real FastCGI server):

If you know what this problem is due to, can you please comment?
Note, I am not looking for "use webserver X", etc type suggestions,
but
for a specific reason why this particular issue occurs in Ruby on
Rails, so I can understand how to mitigate it given my particular
setup.
