R SIG Debian - Oct 2017 - ubuntu 17.1

I would like to know if there options available to install R in the new
distribution of Ubuntu 17.1 artful.

You mean 17.10, and yes -- read

and follow the most recent release as 17.04 ("zesty") R binaries will
just
work.

There has been a little delay in getting the packages on CRAN.  All on 
my end, as some scripts need to redone.

In the meantime, you can find packages for Artful (17.10) at the PPA 
that feeds CRAN here:
