Your mental model of what R is and does appears to be misaligned with actuality. The R language is widely used among statisticians and data miners for developing statistical software and data analysis. If you contact Kazi Rahman (the creator of the video) who seems to be at the University of Geneva currently, you may be able to get the information that you want.
