Yes and yes. Ideally the installer should be signed by The R Foundation. We
are working on this but the process of validating the R Foundation for a
code signing certificate is quite bureaucratic.
In the meantime release 4.2.1 will be signed by me (Co-President of the R
Foundation) using a personal certificate issued by Sectigo.
