 Dear sir,
 When I issue the command ./configure, it runs normally. But when
I issue the command MAKE, it appears:
 Make: Cannot open /share/make/vars.mk. Stop.

We need many more details to be able to help you.
Please ask for help on the R-help list: this is not a bug in R but in yout 
tools or the way you are using them.
