Is <cran.r-project.org> down or is it just me having trouble?

yes it is.

Use a mirror for the moment,  typically
	cran.XY.R-project.org   
where XY is, e.g., "us" , "uk", "dk" ,...
or also "good ol'" http://lib.stat.cmu.edu/R/CRAN/
