Please, could you tell us how to get the setupR.exe.....because as we downloaded
the whole R-1.3.1 and the R-1.3.1 recommanded on the site
"cran.r-project.org" , we did not find the requested file the set up
the installation...Thank you for your help

What gives you the idea that this is a bug? 

If you want the precompiled binary distribution for Windows (95 or
later), I suggest that you try the link labeled "Windows (95 or
later)" under "Precompiled binary distributions" on the CRAN
page.
