Puppet users - Oct 2013 - Puppet 3.2, passenger 4.0.3 and nginx, could not spawn process for group /etc/puppet/rack#default

Hi group,

I got strange situations with my puppet configuration, i get this error 
with out my puppetmaster runnging:

When i run puppetmaster like daemon, and i restart the nginx everything 
works ok, but i thought that i didnt need anymore the puppetmaster daemon 
running. It seems something is not loaded when i restarted the nginx, could 
anyone explain me what is happening?¿
