Currently, you can''t do that very well. See

You will probably find that for a service already registered with
chkconfig (as all should be), Puppet will manage enablement /
disablement for the system''s current runlevel only. This is an
acknowledged deficiency. If I interpret the ticket correctly, a fix
should come out Real Soon Now.
