I didnt looked at your code, so maybe there is an error too, but you
didnt place the files in the standard location they belong to
module/custom/lib/puppet/type/yum.rb
module/custom/lib/puppet/provider/yum/package_nat.rb
And dont forget to place pluginsync = true in your config
