puppetd''s environment is setup by the shell (or in some cases init)
before puppetd is invoked and cannot be modified afterward (except by
puppetd itself). You could restart puppetd after updating env.d, but
maybe there''s a better way to pass your parameters to puppet than via
environment variables.
