Which version of xen are you using? If possible, can you test with xen 4.19.1 from unstable? If I remember correctly, this problem only happens when booting a PV vm with pygrub or by supplying an external kernel image. If you use PVH with pvgrub (which I would recommend independent of this problem) or HVM you should not run into that problem, so that might also be a workaround for you.
