Could it possibly be entropy starvation?

Can you try things like:
- attaching a mouse and moving it during boot
- installing haveged
- Use random.trust_cpu=on on kernel command line
- Include tpm-rng module in initramfs and allow kernel to use it by
setting command line: rng_core.default_quality=1000
?
