The xm command has an option to define a domain in Xen:
xm new vm_config_file.cfg

Using default dependences it isn't working:

After install the python-xml package it was fixed. 
Please set the python-xml in xen-utils-3.2 package.

XenAPI is not the default operation mode and AFAIK still experimental.
