pkg kde talk - Sep 2005 - BTS latency

Hello,

  #326900 is a nice example of the effects of BTS latency: the submitter
  receives three identical answers (but I WIN! :P).

  I commented on IRC that I''ve sometimes BCCed debian-qt-kde in my bug
  traffic when I wanted it to hit the list immediately, and I was
  delighted to discover that the list did not receive duplicates
  (SmartList detects already-delivered message-ids).

  I think it''d be nice to use this, whenever we remember to add the
bcc.
