Hey there,
I was able to connect to OpenSSH 9.0 with WinSCP 5.21.1
I'd give that a shot - the release notes state that the 5.21.1 release
upgrades the TLS/SSL core to 1.1.1p. There may have also been an issue
with the public key negotiation. I saw that with WinSCP 5.14 which is
from 2013 so that's not all that surprising.
