openssh unix dev - May 2017 - Logging issue.

Hi,

Why is the logging disabled until the private host key files are loaded.
I think it will be good idea to remove this check so that the errors while
loading the host key files will also go to the sshd.log file.

Here is the code snippet,

The host keys names are picked up from the sshd_config. The logging 
configuration as well. So before reading the configuration, the server 
does not know how to log and logs errors to stderr if I am right.
