openssh unix dev - Sep 2015 - OpenSSH Always Hangs When Connecting to Remote

Can confirm that this is due to the VPN as connecting over the network
directly does in fact work. This leads me to believe an issue with the
mtu on the VPN. Thanks all for your help. I'll inquire to see if it can
be changed.

To be clear: the issue isn't with the MTU per se, but with some node
on the network not correctly sending ICMP packets.  One workaround is
to set the MSS for the physical interface to a known good lower value.
