openssh unix dev - Apr 2002 - [PATCH]: Cygwin README still mentiones regex libs

Hi,

the Cygwin README file still contains the hint, that the regex lib
is needed to compile OpenSSH.  The following patch removes that
from the README.  Could somebody please apply it?
