Older Windows server.
Generated the initial authorized_keys file in PowerShell by performing
echo "<pubkey>" >> authorized_keys.
Received incorrect error: mm_answer_keyallowed: publickey
authentication test: ED25519 key is not allowed
Minor bug, but painful to diagnose that it was an encoding issue.
