I can confirm this is not isolated to gitbash or windows terminal.
Connecting to a remote system via openssh and then issuing ctrl-c drops
the ssh connection (tested from Windows Terminal, vanilla ssh, and cmd)
CTRL-C immediately causes the ssh connection to drop with this message:
client_loop: send disconnect: Broken pipe

If the problem is with Microsoft's OpenSSH fork, that's significantly
modified from upstream and the OpenSSH team cannot help you with it,
you need to take it up with Microsoft.
