Nut upsuser - Apr 2022 - Use of Unicode characters other than ASCII

I tried the command SET VAR <ups> <variable>
"<value>" for <value> containing
other than ASCII, e.g. ?????.  The accented characters were dropped.
Should the user expect to be able to use Unicode beyond ASCII?

If this is not possible with 2.8.0, then I propose removing all mention of 
Unicode in the I-D, and saying that NUT is ASCII only as defined by RFC20.
