Nut upsuser - Jul 2021 - Proposed RFC - independent reviewers wanted

The proposed RFC has now reached the "Independent Review" stage.  The
IETF
Independent Submissions Editor asks me if I have suggestions for names of 
independent reviewers.  Is anyone on this list interested in volunteering? 
Your service will be much appreciated.

Generally interested. Can I get the elevator pitch on what being an
"Independent Reviewer" entails?
Would like to understand if I'm qualified and available enough to do it in a
reasonable amount of time.
