Nut upsdev - Feb 2008 - [patch for 2.2.x] Fix ACL code

Hello together,

after upgrading from nut 2.0.4 to 2.2.1, my "ACL all 0.0.0.0/0"
stopped matching. The code to calculate the bitmask was changed,
on x86 it is only valid to do a left shift operation for 0-31 bits.

Please see the attached patch to fix the issue.

Thanks for reporting this issue. I have reverted to the previous method
of calculating the CIDR bitmask. It should be fixed in Testing again.

PS  Note that the ACL code is scheduled for removal in the next major
release.
