Legacy ebtables OK:
# ebtables --concurrent -t nat -N testrule3
# ebtables --concurrent -t nat -E testrule3 testrule3-renamed
ebtables nft (1.8.6) error:
# ebtables --concurrent -t nat -N testrule3
# ebtables --concurrent -t nat -E testrule3 testrule3-renamed
ebtables v1.8.6 (nf_tables): Chain 'testrule3' doesn't exists
Try `ebtables -h' or 'ebtables --help' for more information.

Fixed in commit 55b7c71dce714 ("ebtables: Fix for broken chain
renaming"),
which should go into v1.8.7 release.
Can you please report back to ubuntu? I'll take care of Fedora. ;)
