conntrackd.conf.5 has examples like this:

State Accept { ESTABLISHED CLOSED TIME_WAIT CLOSE_WAIT }

This format is not accepted by the config parser. 

Instead, this syntax should be used:

State Accept { ESTABLISHED CLOSED TIME_WAIT CLOSE_WAIT for TCP}
