add ipset_type_higher_rev to libipset.map

Currenly ipset master at commit a43bccbe1ba363edab3be09cecf22be0df536555
fails to build with following error
ipset.o:ipset.c:function call_parser: error: undefined reference to
'ipset_type_higher_rev'

gcc-7.2, binutils 2.29, crosscompiling for ARM (raspberry pi)

Configured with:
--prefix=/usr \
--enable-shared \
--disable-static \
--with-kmod=no \
--with-ksource=/path/to/kernel/source/tree

Kernel version is 4.13.0


Attached patch fixes it for me.

Your patch breaks library versions: the new function must be added in
a new version release. I applied the correct patch in the git tree.
