proposed patch for 2.5.63 (which already contains ip6_route_me_harder)

patch (for 2.5.x/2.4.x) not needed, since ip6_route_me_harder (route6_me_harder)
is handled in the core ipv6 code...

actually we need the exact opposite patch, since the DEBUG statement and the
whole ip6table_mangle.c:ip6t_local_hook() function is obsolete.
