I have added several local rules to ignore certain lines in logs, but I've
noticed that, in each logcheck report, the lines "Lines skipped,"
"Patterns to ignore," and
"Ignored lines" are always "0".  Maybe I'm
misunderstanding the meaning of those, but it doesn't make sense to me.

Are you sure you're running logcheck?  These strings don't exist in our
tree.
