llvm dev - Apr 2021 - Possible linking issue with 12.0.0-rc4

Hello everyone

I believe there's a tiny issue with the current rc4 build regarding the
LLVM-C api. This is an issue I should have been more vocal about when I
noticed it last week. Would be tagging the bug as blocking for 12.0.0
correct? The details are outlined in
https://bugs.llvm.org/show_bug.cgi?id=49745 but to be precise, there were
two typos in the new LLVM-C OrcJIT V2 bindings which would lead to linking
errors upon usage.

Lang Hames and I patched the bug in https://reviews.llvm.org/D99478. I am
new to all of this so I am unsure of how you usually go about solving this,
but I think this commit should be included in the release to prevent the
build from failing when using the new Orc APIs.
