llvm dev - Feb 2019 - Atomic operations support in Go binding

Hi, all.

I'm Yota Toyama.

I'm developing my hobby programming language on GitHub
(https://github.com/ein-lang/ein) and want atomic operations support
in LLVM's Go binding library. Is anyone developing this feature
currently? If not, I may submit a patch. By the way, I see that its
interface is a little outdated compared to OCaml's so actually I'm
concerned that the Go support is going to be dropped.
