Hi Stephen,
This functionality would be implemented in a LightDM greeter. This is not
currently implemented in the greeter used in Ubuntu (unity-greeter) but
there is an open bug about it [1]. I'm not sure if any other greeters
provide this functionality.
Another method is to setup PAM to show a message before logging in - this
would then work on any login system including greeters.
