Issue "ip monitor all". Watch nothing happen on the screen. Where does the output of monitor go? Also, does the " [ file FILE ]" option really exist for that command? The output are for example route changes (try on one console ip monitor and on another ip route add/del and you will see). You can monitor the state of devices,addresses and routes with "ip monitor"... It is not some sort of network monitor like tcpdump or somesuch.
