LARTC - Nov 2002 - A TOS QUESTION

Can anybody tell me what is "TOS=3D5"? I saw it several times in
previous email. I would assume "3D" was added by the mail system
automaticaly and means nothing here (so it should be "TOS=5"), am I
right?
