you can use frame-relay with any synchronnous card which use Generic HDLC
layer for linux (http://hq.pm.waw.pl/hdlc/), it''s part of standard
kernel.
Not only special FRAD devices known frame-relay.
Look at kernel source which card are supported, E.g. I use old MOXA C101
and I have no problem.
If you need E1 (G703/G704) port, you can use interface media converter,
but price for synchronnous card + media converter is common greater than
special FRAD card.
