[klibc] klibc-0.200 released, includes klcc

I have just released klibc-0.200.  It includes klcc as well as a 
(hopefully working) "make install" feature.

klcc only works on the *installed* klibc tree, but it can be installed 
anywhere with the appropriate setting of SHLIBDIR and prefix.
