Looks good.
There is a minor formatting glitch in RubyUtils:
            return new
RubyCompilerOptions(targetScope.ExecutionContext.Context.RubyOptions)
            {
                }
(the opening brace on a new line). I guess you need to set this in VS formatting
options.
