No Joy. 

Things moved from bad to worse. 

now when I run instiki.cmd I get is... ''ruby.exe'' is not
recognized as an internal or external command, operable program or batch file.

so did you already try to update your ruby?
get: http://rubyforge.org/projects/rubyinstaller/
