Instiki comes bundled with its own copy of Rack. Evidently, in the
0.16.3 release, that version is not being picked up under Windows.
I *believe* that problem is fixed in the current version of Instiki
Trunk.
You can get the current version using GIT:

When you rebuild a page on your wiki, you''ll note that the latest
version identifies itself as running on "Rails 2.3.1", rather than
"Rails 2.3.0". That makes all the difference for this (and a couple of
other) problem(s).
