If you open this file in an html browser you will see different colours for the text and see that important parts are rem'ed out. The <ssl> line towards the bottom of the file is commented out. That is those <!--? ?and? ?--> things. They tell systems to ignore the text between the two markers.This has the server working only on port 80.
