Steamcast allows for some control over that, just use SourceBuffUtil.
Next version should greatly reduce the default buffer.

Subject: [Icecast] Feature Requests
Is it possible in a future version to be able to enable/disable mounts from
inside the web interface the same way steamcast does now.
I love icecast but i've been looking at steamcast and I like some parts of
there web interface ie. bandwidth usage stats for each mount and in total
for the server, and being able to enable/disable mounts. But I don't like
the delay, it has that painful shoutcast type of delay when broadcasting.
