Then, I'm taking a wild guess at what I think is happening.
You have WITH_PKGNG=yes in /etc/make.conf
Your portmaster is built without the PKGNG patch.
Would you go to /usr/ports/ports-mgmt/portmaster/
then issue 'make config'
If I'm right, you're only missing the patch, tick the option and issue:
make clean && make && make deinstall && make reinstall
