Currently, RELENG_4 meant 4.9-STABLE. You may want to see the following
handbook chapter:

The best way to upgrade your system to the latest -STABLE or -CURRENT is
to use cvsup, which is available from the ports collection. Please be sure
to read src/UPDATING before you are going to do that, and good luck :-)
